Nine, not seven
Greek kitchens get going around nine at night, and Psyri is the district where that is most pronounced, because its clientele is largely Athenian. Tables are set out from early evening and the rooms fill from about half past nine. If you eat at seven you will be served competently in an empty room and wonder what the fuss is about.
What that means for the day
It fits the rest of an Athens summer day well: the sites are best in the early morning and the last two hours before closing, the middle of the day belongs to museums and lunch, and dinner lands after the light has gone. In winter, when the sites shut at three, it means a long gap — which is what the museums and the hills are for.

Most places take walk-ins and the busiest take reservations for the later slots on Friday and Saturday. If a specific room matters on a weekend, telephone; otherwise turn up after nine and walk until something looks right.
